"Cancun Mark" can make an educated guess, but nobody can predict February sea conditions now. You could try pm'ing him.

Cancun does tend to have rougher sea conditions than Cozumel. If Cancun's port is closed, there are always the cenotes to the south that you can dive.
 
I was there in late December. The seas were rough. We had a cold spell and all of the fishing boats stayed in real close. I would estimate the seas at 4' average, which is big to me.

they are a little rough at the moment on the windy days, but they are long overdue to calm down, it has been a little windier than normal so far this year. By Feb, they should be warm, calm and pretty..
 
Port closed today but as Mark says we have had way too much wind in the last couple of weeks and therefore should just get increasingly better from now on, and February should be gorgeous.
