Is there any camping near the dam park? I don't think I can get a reservation on such short notice, don't want to pay 20 at windy point and don't want to pay for a room.

I have been to La Hacienda, it was nice. It was a 5 minute drive from the dam. We were in an RV; I don't know if they let you pitch a tent there. But at the bottom of the page are several other links too.
You could always check for local state parks too. Pedernales Falls, Enchanted Rock, and McKinney Falls are a few nearby ones. The Hacienda place is closer, though.

Yes you can camp at Mansfield Dam park...don't know the details but I have seen divers camping, spots are limited but they do have restrooms there... here is their link

Yes, there is a camping area. It is located up by the dam. There is good diving there, although the walk to and, especially, from the water on stairs can give you some exercise. There are restrooms and showers at the location by the dam. There is a designated dive area is just below the camping area; just a short walk, so you have two areas for diving.
