Cabezon Juvie or other kind of sculpin?

Found this guy at about 20 ft. at Lovers 1, Monterey, CA (shallow rocks near kelp beds). I thought he was a new (to me) sculpin, but my buddy thinks he's a juvie cabbie. He wasn't too concerned about us being pretty close. Can anybody help me out? Sorry, it's not the greatest pic, but you can see his unique dorsal fin, prominent single cirrus centered on snout, and some markings.
