Hope this isn't a stupid question, but are C cell batteries easy enough to find in Manila?

I get mine from Nautilus Dive Shop, nr Greenbelt. They stock good alkaline C-cells that work excellently with torches.

The ones that are hard to find are the Li-ion batteries, such as the 18650s etc, but they too are around in several specialist shops

All Batteries carry a lot of specialty batteries.
Give them a call and ask what they have. I was amazed they have most everything in stock.
