I was taught to try stretching first and cut only if truely necessary. Don't know if this is better, but it has worked. I have used coke bottles, 6L tank's base, even a soccer ball to strech wrist and neck seals. Leave overnight, 4-5 hrs if you are worried about streching too much.
I did cut our neck seals once after friction heat while hanging (crew zipping the hangers back and forth) damaged the edges (rather badly too, I'm glad they weren't too short). On that occasion I cut out the damaged area to create an edge with no nicks exactly as you were advised above (post #10). The seals held just fine for some 10-12 dives that were the end of our trip. once home I replaced them without seeing how long they might have lasted.
