As an illumination tool maybe too much....
As a signalling tool not focused....

Just depends upon what you want a light for.
I have a friend who just bought two because they are cheaper than a Pro4 10wHID and they are still 10wHID. He went for lower $$$ rather than functional value.
 
I haven't used the Light Cannon, yet, but on a recent night dive, I had the wimpiest light of the group, and I swore that wasn't going to happen again. I'm not too worried about it being "too" bright; other divers shouldn't mind as long as I don't shine it in their eyes (bad practice with any light), and some fish like the bright lights. (Manta off Kona, attracted to the smaller fish drawn by the lights) If it does turn out to be overkill, I still have other, smaller lights to fall back on.
