Buoyancy check for setup?

My setup is about 2-3 lbs negative. Do I want to get as close to neutral as possible? I know they make floats for the arms if I order some how do you perform a buoyancy check for it? Should I fill up a barrel and add floats until it floats just barley?
 
Before purchasing the floats weight your set up in water using a luggage scale
In fresh water you should still be 1/4 negative if you aim at neutral buoyancy
Personally I like my set up neutral but have no more room for floats so am around 1/3 lbs negative and this is ok to handle
