I can't give you a length but make sure it is long enough so that when looking down your view is not obstructed by your necklaced backup. I just got kitted out with long hose and bungeed backup and love it but had the problem that looking down (at my gauges) gave me reg on reg which severely restricted my ability to look down. So make sure you check that before buying anything.

Start longer than you think you want and shorten it until you have it right. I wear mine so my chin bumps the mouthpiece when I lower my head to my chest. Using a fisherman's knot, it is easy to adjust until you get it right and then tighten, trim and melt or glue. Make sure you breath off it to make sure it is not too tight even with thickest cold water protection..
 
Making them with 3/8" would be a little thick for my tastes. I use 1/8". Anything thicker around my neck and I'm not comfortable. As far as length, as was mentioned, just where my chin touches the reg if I look down.
 
I don't know the thickness of these, but i found that using old rubber straps from a broken pair of swim goggles made it just the right comfort level and length. The right length, i would think, would be the length that makes it not get in the way of anything, but is also short enough so that you can grab the mouthpiece in your mouth by only ducking your head.

Bungee cord is like $0.50/foot, I'd rather spend that (or equivalent on surgical tubing or whatever you like to use) than second hand perished rubber
 
+1 on bungee. Rubber straps will just dissentegrate over time. I think mine is made out of 1/8" bungee tied just like the video posted by ScubaInChicago. When you try it on, make sure you are already wearing the exposure protection you normally wear. The first one I made i did not put my hood on when I checked the length and it ended up being too short.
 
Have been using 1/8 inch bungee but just bought one of the manta necklaces to try. As to length my ideal is long enough to go over the head comfortably and set where just ducking my chin will allow me to pick it up hands free.
