I get bungee cord and webbing by the foot at the local Ace hardware store. They're a little cheaper than online and no shipping.
Also, while I was there, for $10 I got a 'hot knife' that basically looks like a soldering iron, but has an x-acto knife blade tip. Very good for cutting bungee, webbing and rope.
