Something you may consider is getting the BC that fits and then add a "Crotch Strap". This will get rid of the "riding up or twisting around".

The Zeagle Zena bc is one to consider. This bc is a modular type where you can use a small back panel and a medium or large front panel. We just had a lady with the same problem, we customized her a bc and she loves it. You can get something customized and there is no extra charge. We use this bc for class and rentals and I would gladly customise one from class to let you try.
 
that's what I use, and you can adjust it to fit you perfectly. It takes some time, and it can also be hard on your hands, but for me, it was definately worth the effort. I love mine.

try a Zeagle or a DiveRite. On the Zeagle diferent shoulder and waist sizes can be combined, you ought to be able to get a fit. The TranspackII is even more adjustable.
