Buckles on my shortie?

I just bought a used O'Neil "Impact" shortie. The sleeves have plastic "buckles" at the ends of them. I can't figure out what on earth they would be used for. I thought I should ask before I cut them off then regret the dsecision !!!

They are for over water sports. To keep the water out on "impact". There are none on the legs? OND
