My ACB system finally came in. After installing it I am pondering the buckle on the right pouch, it doesn’t appear to do anything. Is it for attaching a battery canister?

You are absolutely correct, The buckle is designed to hold your canister for you canister light pack. If you don't have a canister I am sure you could easily find another item to hook to it.
 
...but... the canister is out there too far in my opinion when used with the ACBs. The new slender NiMH canisters might eliminate some of the drag issue.

(I'm not a fan of the ACBs but a couple of my buddies have them... Shane and I both sold ours on ebay shortly after getting them.)

TIP: hard lead hip weights work well in the ACB pouches... better IMO than soft shot pouches... cheaper too.
