Does this bubble mean that I should replace the hose?

Yes. This hose is the thing connecting your lungs to your air supply. I know people take risks and replace hoses when they actually start to leak and I've had a few fail over the years as well while I learned my lessons but why would you not want to avoid problems instead of fixing them?

If you had to ask the question, then the hose needs to be replaced. It's that simple.

R..

If you wanted to be cheap and because the bubble is at the end I would visit a hose shop and see if they can get the fitting (that may be the crux). Chop off the end and put the new fitting on. Done.

I know i have had hoses look considerably worse than that when I finally pulled back the hose protector and noticed it. If there is no air leakage - then I would use the reg until I could fix it.
This is the primary reason hose protectors are not used down here in cave county

I opened a thread about this earlier in the year. I dived it for about 6 months before deciding to replace it for a peace of mind when I sent my regs in for service.

Ironically, it was the new hose that failed - something was wrong with the QD and it freeflowed.
