It's not a big deal. They follow TSA rules pretty much (liquids, weapons, etc.), though they are zero tolerance on tools. Spare batteries in carry on used to sometimes be a sticking point, but since the airlines changed their rules to allow them only in carry on, it isn't a problem any more.
The US rules are about Lithium batteries. Mexico seem to apply them to ALL batteries.
 
How would a Customs official know or even care that your wife does not dive? Why would a couple each with an UW camera be a problem?

I know that people have been held up in Cabo despite there being a husband and wife diver because they had two pro level camera rigs. Crooked people do not follow rules. I have in fact been specifically and pointedly asked how many cameras I have going into Cozumel with my wife and both of us loaded with dive gear. She only quit diving this year. Have no idea what would have come of it had I answered two. I had only one and away I went. Maybe you can test it out and have two or three better yet expensive pro UW rigs next time going through Cozumel customs.

Nope; I don't have the cameras to test it, but every time I go to Cozumel I meet people who have large and multiple camera rigs, and none of them have ever mentioned having problems bringing it in. From what I hear, Cabo plays the game differently, though.

Thanks, I imagine it would be okay. It is just the being asked. And we are not talking $50. A 10% tax on two pro level Nauticam type cameras could easily amount to $1000 to $1500. I do not have that amount of money laying around and would rather spend it going to Cozumel than a customs heist. I am going to stay with just one for now. Heading back in July but have to go to Bonaire, yuk, first and I will have both there.

Bonaire is "yuk"? I am so sorry to hear that you have to go there; I would be glad to take your place if you are paying. :D

Taking 2 might raise an eybrow. One should be no problems.

I don't see how two people bringing in two cameras, even UW cameras, could be an issue irrespective of whether both people are intending to dive.
