You do have the shoulder straps going into the inside slot (the ones on the bottom), right?

yep, they come down, thru the inner slots, then out thru the outer one to go around the waist.

What I was wondering is, instead of ging straight up and over th shoulder, would it be a good idea to cross them behind the neck to go into the sots on the opposite side of the plate on the top?

I've seen pictures with that setup, but I have never tried it myself.
It might force the plate lower (and thereby make the valve harder to reach)

First, I would just tighten the crotch strap a bit and see how it goes.

I will start off by tightening the shoulder straps a bit. Also, my crotch strap is not very tight as I left a little slack as per the pics at baue. I guess I will try to tighten it up a little too. I am wondering if I am expecting too much. My last rig was a Ranger (of course) and I had the crotch straps on that and it would not budge once it was on. Should I expect the same from a BP?

Your problem can be solved in a simple matter, It's clear that the BP is not fitted properly.

Solutions

A. Find a DIR shop ask for some assistance.
B. Spend some time in the Gym work on the shoulders 1 inch should be a simple goal to achieve.
C. Some people may require a larger BP due to the size of them.
D. Crossing straps, adding quick releases etc are only compensating for lack of required skills, a little hard work and dedication may solve this problem. I have seen, done and continue to see people spend countless hours practicing to over come small problems.

That's the way I have my b/p's .....cross the back, seems to set a little nicer on the shoulders and makes a nice comfy snug fit.
