I'm considering going to Bonaire on my own. Are there any shops that lead group shore dives? I know I can hire a private guide but that's not what I'm looking for. Thanks!

I am not sure there are, but you could reach out to some of the resorts and operators, and see if they have anything like that. I did a quick Google search and it seems some do at $50-60 a dive plus gear. I think all of the boat dive operations put a guide in the water on every dive and it may be more economical..

Dive Friends Bonaire has one and two tank guided shore dives on their website. I am doing a two tank shore dive with them later this Fall on a cruise stop. I don't know if they have a minimum number of divers or a daily schedule, but you could get that information directly from them.

What exactly are you looking for?
The lure of Bonaire is the unguided shore diving, go when you want, where you want and dive as long as your air allows We find two 90 minute dives are better than three 60 minute dives.
As mentioned earlier maybe do dive bus on Curacao. Haven't been to Curacao but from what I read it's the same just better beaches and longer swim out to the dropoff. We don't swim out to the dropoff on Bonaire, so much to see in the shallows.
