jbb if macro photographie is your thing. think about cabilao. in my opinion one of the best dive sites in the phils. whereas moalboal divewise is in my opinion one of the least. although cost of living is one of the best for a tourist.
on top of that, cabilao ist easely reached from dumaguete/dauin
 
Er.. cabilao is closer to panglao/alona. Dumaguete is a long long swim away!

Malapascua = 3 hour bum-numbing car ride + 1 hour wet transfer.
Moalboal = 2 hour bum-tenderising car ride.
Bohol/Panglao = 20 min taxi ride + 1.5 hour ac ferry transfer + 30 min taxi to Alona.

Go figure which one you would do with your 32.5kg dive bag and 20.3 kg luggage.

For moalboal, I'd recommend Savedra.
