I was able to access both articles on a decktop PC with Microsoft Edge/Chrome/FireFox with AdBlock Plus installed without running into any redirects or a pay wall.
Then it seems that your Ad block Plus works as designed. Not everybody uses it though. I used to use an ad blocker on my phone. I had to remove it because it slowed down my phone and caused frequent crashes.

I just double checked and in my browser, Ad Block Plus had been previously disabled for that site.

The only explanation that I can think of is that there is something installed in your browser(s) that is causing this to happen.

All 3 of my browsers? Plus the other people who reported a pay wall? I highly doubt it. I just posted a similar article with the same content. No pay wall or problems whatsoever.

All I can tell you is I can load both articles in 3 browsers with my Ad Blocker off and you (and at least one other member can't).

Do you subscribe to, or did you sign up with, The Palm Beach Post?

Nope. When I tested it in a 3rd browser that I don't use much I was prompted to turn off my Ad-Blocker before being able to see the article. As it was already turned off in the other 2 browsers, clearly I had visited that site in the past and had received the same prompt, for whatever that's worth.
