Am considering a Black Diamond and noticed it has an optional Double Tank Band Kit. Has anyone tried it? Thoughts? Thanks

Haven't tried it, but have seen it. Not a specific knock on the Black Diamond, but I cannot imagine that any "traditional" BCD can provide the stability necessary to dive doubles. Either in the water or on-land/on the boat.

Many things in scuba offer divers "different ways of achieving the same thing" when it comes to gear choices. Diving doubles really isn't one of them. If you want to dive doubles, you want a BP/W rig.
 
for diving doubles, the Black Diamond makes a nice choice; once the whole gear is mounted, is easy to see why; its blade is big, and I mean big; it has a bungee-type of cord that pulls the wing a bit tight when is not completely inflated; great materials and design, and my opinion, is that the Black Diamond is an entry-level technical BCD; but if you plan to go on technical dives (what is your need for dual tanks?), and if your budget allows, look for gear that you can have selections to choose from and allow you to adjust your diving gear for the type of dive planned to do; like a Poseidon MK3 harness (just an example, since I owe one), then you can choose the size of the wing to attach to it, either average or large; and then you attach only what you need to carry on that particular dive; but the Black Diamond is amazing!
 
TipsAndHowTos - nice advert. From your post history here, I can see you have a vested interest in the Black Diamond.

Can you explain how this is a 'technical BCD' - as it wouldn't meet the standards for training or diving with any technical diving agency I am aware of.

Looks like a bastardised rear-inflate to me, trying to cash-in on having a 'tech-look' with uninformed leisure divers (i.e. it is black and has lots of d-rings and gadgets), but offering no real comparison to a 'proper' technical diving wing.
