From a standard mountain bike tire. Go to a bike shop and ask if they have one in the garbage from a repair.
 
If new, a MTB tire listed as 2.35" or 2.4" as the upper end of the range. You might need to fold the webbing like a taco as you go to easily slide the band longer distances. The next size up (for so called "plus" tires) is much larger.
 
I bought a cheap 2.00-2.40" inner tube from ebay, works perfect
 
Inner tube doesn’t last. EDPM bands cost a little but they don’t degrade and break like inner tube does.

I made some ballasts for a FFM from sections of inner tube; lead shot; and cinched with cable ties, back in 2000.

They are still in use . . .

I have a set of ankle weights with lead shot in them and one is in disrepair where towards then end causing the shot to come out. I am going to use your idea above to effect a repair of it. I sometimes use these when diving with new divers that may need extra weight once we are in the water as I can use the quick release buckles to quickly attach them to a weight belt, waist strap or other area.

Are those bands repeatedly stretched like what happens when you remove and replace a backup light?

The cheaper MTB/ATB tubes in the 2.25 size work well. They tend to be thicker than quality performance tubes. They last a long, long time but it is also a PITA to undo the webbing to get to the shoulder straps to replace them, I usually load some extras on to account for breakage, not sure if that is against the rule book:

I am a cyclist so I tend to have plenty of bicycle tubes about. Though not the cheapo tubes and most of my bicycles are racers with 23mm tires. For example, these will not work:

But they are the right diameter to pull over a braided single hose regulator hose so that it does not saw into your wing but that is against the rules I imagine.
