There are operators that runs a boat directly out of Playa del Carmen to Cozumel. There was mention of Tank Ha by NYCSurfer. Anything is possible.

We are just back from 9 nights in PdC and dove locally on Moc Che Deep and Shallow as well as the cenotes Dos Ojos and The Pit.
 
If you are concerned about safety in diving, you should also be concerned about safety in boating. There HAVE been cases of smaller boats getting swamped and sinking while crossing the 12 mile channel from the Yucatan to Cozumel. If it were me, I'd take the ferry and use a Cozumel Dive Op. There are over a hundred Cozumel Dive Ops, and dozens of good ones. Aldora, Living Underwater, and Blue XTSea all offer steel tanks, including HP Steel 120s, long bottom times, and valet service. There are lots of other valet operators that offer very personalized service.
