You can dive near the Socorro Isles only by a liveaboard boat. At present there are 6 or more boats doing that cruise.

As for the "best time" it depends on what you want to see. Manta Rays are present all through the diving season (July to October is the off season. No trips). For humpback whales, the wintry months from November to March are the best time while April to June are best for hammerhead sharks. The other sharks can be seen most of the diving season.

June and November are supposed to offer the best chance of seeing whale sharks but we did see a big one very close-up in May this year.
 
Humpbacks are usually there between January and March when the water temps get chilly...(low 70's). Whalesharks can be seen Nov-Dec and late April-May when the water is High 70's low 80's. We have seen hammerheads in Nov/Dec.
