For shore diving, I vote Bonaire, the only thing is if you really can't rent a car then trying to get variety in diving is going to be quite hard (I dove from Buddy Dive, and while we did dive the house reef a number of times, I like some variety, and so much shore diving in Bonaire it would be a crime to miss out on it).
