I was there last weekend and am going back in a few months. Diving was really good but vis wasn't - maybe 7-10m tops. It clears back up at the end of March I'm told. We got six dives in at Sipadan (2 days).
The permit issue is an interesting one and I can see why they have this system. The reality is the island is very small and just can't accommodate that may people. So the permits of 120 per day are all-encompassing...doesn't matter whether you're diving, sunbathing, taking pictures, snorkling, etc. 120 people can go to the island each day. And you can't stroll around and not go ashore either and think that doesn't count. The park service is at the end of the jetty, and you have to sign in just like the permit that you got the day before.
There was a whiteboard behind the park service window that had each of the 14 resorts allocated permits with how many they had. It didn't look to me like that changed...at least not much. So if you're staying at a resort that has nondiving activities, you are in the same pool of competition as sunbathers and picture-takers (saw many of these).
We stayed on the Seaventures rig and really enjoyed it. Will be back there, and frankly I can't see staying anywhere else. I wrote a review on tripadvisor under my same name.
