Best place to dive from Carnival Dream cruise

Good evening to all! I am a new diver, also new to ScubaBoard. I am planning a cruise in February on the Carnival Dream with a few divers and a large group of non-divers. The divers will probably only get to do two dive related excursions and were wondering if anyone had any suggestions on where to go. Here are the choices:

Sand Dollar in Cozumel--I've heard this will be very crowded with other divers??

Anthony's Key in Isla Roatan

Turneffe Atoll in Belize--sounds like we would be limited to 2 x 1 hour dives due to travel to and from the cruise ship.

Mahahual Meso-American Barrier Reef in Costa Maya

Isla Roatan is high on the list, as many of the others in our group have a golf outing planned. I'm reluctant to plan to go out on our own and not do the cruise line excursions, as it will quite possibly be only females who are new to diving doing these excursions alone. We have an entire day at sea prior to our return to Florida, so we should all be clear to fly home even if we dive at the last port.

Can anyone offer advice if you have been to any of these locations and provide some insights into which you think are the best??

Anthony's Key in Isla Roatan

Anthony's Key has the Cruise Ship diver program down to a science. No muss or fuss, and they concentrate on that kind of thing.
 
Belize... If you dive there go with the ship's trip. We were taken way east to the cays, could barely see the ship. I wouldn't try that trip with a private operator. Might need a creative way to get home. The reef was beat-up but, found my first multi colored nudi.
