Without a doubt the best natural shark diving destination is a place called Garden of the Queens off the south coast of Cuba. Its been a marine reserve since 1996 and only allow 500 divers a year to visit, but wow. Take a look at this link of a 60 min documentary done on the area.

I am trying to work out a dive vacation package to this area, visit and like my facebook page I have just started for updates, or email me for more info.

If you want sharks in the Caribbean, then it's tiger beach. It is the best bar none. Your only problem is that I don't think there are many charters that run over new years. Jim Abernethy is the man to go with. I'm sure there are sharks in Turks and Caicos, but not 20-30 lemons and 6 or more tigers on one dive. And the sharks at tiger beach come VERY close. That's great, but the OP specifically said no feeding.

If I wanted to see sharks, I wouldn't bother with a Caribbean island, I'd head to North Carolina or West Palm Beach-Ft. Lauderdale, especially in the winter. Yes, it's rougher than a Caribbean island, but you'll see sharks, sometimes by the hundreds. They aren't fed, they are just doing their thing. BTW it's illegal to feed in Florida waters, so what you'll be seeing is sharks just the way they come.

Oops. Overlooked the no feeding thing. Tiger beach has bait crates but no feeding. In that case I don't know. The best place I've been to see sharks in a natural setting is cocos, but of course that isn't in the Caribbean.

Have you consideres Jardines de la Reina? PLENTY of sharks and the best preserved reef in the Caribbean. Here is a 60Mins documentray on it. The Gardens of the Queen - YouTube
I can help arrange a trip there, even if you are from the USA. :)
