From Vietnam fly to Singapore, then Manado in north Sulawesi for some of the best diving in the world. I would go to Bunaken rather than Lembah if you are a beginner, as the macro stuff is not as interesting when everything is new. Froggies is great, and I have heard good things about a lot of the other operators there.

Another good place for beginners, with lots to do above and below, is Bali.
