Another budget place is Palau Weh.
Check out Casa NEMO or Lumba Lumba.
We just got back from our second trip there and it was great. A seven night 10 dive trip including flights from Singapore cost around Singapore $ 950 each. The only problem right now is Air Asia's schedule into Banda Aceh from KL is all messed up!! And you end up having to stay a night in Banda, which is a complete waste of time!

You can go even cheaper if you stay around Iboh ($10 a night), but that is good and proper back packer country. Personally I prefer my own toilet!! And Casa Nemo is basically the only place that has hot water!

The cheapest I have been able to get in Indonesia is USD 15 for two tanks plus 5 USD per refill in Tulamben (Bali) - No DM, you need to have your own equipment, all beach diving.
