Buddy's Reef in front of Buddy Dive Resort and Capt Dons are both good but about the same. They are situated next to each other and you can do both in the same dive. I don't know about Capt Dons resort but Buddy Dive is nice and the staff is great.
 
oh yes- have to advise the cliff is the 'best'- honestly, they are all great in Bonaire and each has their own special things. For me- i love the cliff as it seems a little different from the other locations- its like a mini-wall (very mini) and averages at 50-60, so nothing deep.
If you want to do deeper reefs, go for the double reef system - the lake, angel etc near to the Hilma Hooker. Although not super deep- the double reef bottoms out at about 90 between the systems ( lots of garden eels) and the outer reef slopes off into the dark blue.

enjoy- you will find it hard not to.
