I'll second the Brigade from ScubaToys. Course I'm biased, I live 10 minutes from them. :D
 
you would use the rear dump valve to dump air if you were "butt up"
(in other words, the rear dump valve has to be your highest point or close to
your highest point).

i would say for $15.00 is worth getting, because it will allow you to work on
your bouyancy without having to change your complete attitude and get your
hose up above your head. this takes time, and sometimes you just need a quick
release of air in an odd position.
 
Brigade...definitely. You get a Zeagle, a lifetime warranty and a BC that can be customized to fit you right. Brigades are really nice BCs.

You may be able to put together a BP/W for something in that range as well. That would be even better.
 
backplate and wings

actually, if i were to make a recommendation, it'd be that you look into a backplate
and wings

much more streamlined, custom made (because you adjust your own harness),
and they allow for very easy horizontal trim and bouyancy control.
