Best bc for short girls

Don't mind me asking - are you looking for a jacket, back-inflate or BP/w? If you're looking for a back-inflate BC, my fiancee who's abt your size uses a DiveRite Transpac and it fits her nicely. ;)

Try the AquaLung Wave.

Wave comes with a Jr. version which has integrated weight pouches. If you still find the Wave too large, check it out.
 
Best advice I can give you from my experience of buying the wrong BC the first time, try on as many different BCs as you can possibly find.

Definitely try the Zeagle Zena if you can. It's a back inflate, weight integrated, and very minimalist in style. Extremely comfortable BC and it's customizable right off the shelf, with a choice of 3 different components to get the perfect fit (shoulder, front panel, wing size).
 
the aqualung diva or diva pro is great .... my wife loves hers and she is the same size........ clay
 
The Seaquest Diva (company is owned by Aqualung) is the best fit for shorter women, and for curvy women...... of which I am both. I am 5'3", 120 lbs, and 34D. The BC has a built-in bra and has shorter torso and narrower sholders and no strap across the chest. I have had it for 5+ years and still it is the only BC I have found to fit my size and curves (and I work at a dive shop and have tried on about every BC on the market!).

I am 5'4" and have a standard BP with several diffenet wings. No matter how much weight I gain or lose, my bp will always be able to adjust to fit me.
 
I'm terribly short waisted and tried every single women's model BC in the Pacific NW on. The LadyHawk was by far the most comfortable with narrow shoulders, and the internal frame wasn't hitting me on my rear when I would walk. The Diva XLT was nice but didn't work well for a very busty person with a 7.5mm 2-piece due to it's design. It would be fine if it was a really thin wetsuit though. It does have an angled tank plate though so the tank doesn't get in the way of the tush.
 
My girlfriend uses the Scubapro LadyHawk and so far so good. She says its the best BC she's ever worn.

Poseidon makes an adjustable back inflate BC, think it's call the BeSea (go figure). Seemed pretty neat, although the adjustments weren't as adjustable as my wife would like.
Zeagle also makes a couple of BC's for women, and they have the nice aspect of being able to mix and match sizes of different parts (back, cumberbund, and straps) to get the best fit.
Of course, if you're not the typical female, the bp/w is probably the way to go. My wfie couldn't find a single bc to her liking (and we tried every bc in three states), and then we found an OMS dealer, and she now dives a bp/w from them. A little more expensive, but when she gets tired of it (or upgrades herself to the SS bp), I'll get me a bc just by making a few adjustments.
