Nope, that HBOT is located within the same building/facility of Deep Dive Dubai. Celebrities and others with loads of cash (non-divers and divers) are able to use that HBOT. Deep Dive Dubai is in the middle of nowhere, hence having its own on-site HBOT.

I toured the operational and support areas that make Deep Dive Dubai hum. The space-age changing rooms and bathrooms are fully stocked with hair products, soaps, hair dryers, and of course branded towels and bathrobes. The dive shop is an actual store with Deep Dive Dubai-branded gear, books, and dive equipment.
The on-site restaurant is delicious and you can eat while watching people dive. It’s almost like a massive fish tank, but with humans instead of fish inside of it.

The utility lock at the left is for transferring material like food or blankets in or out of the chamber while under pressure. The bayonet locking hatch in the images must withstand internal pressure and there is a simple pressure seating hatch on the inside.
