No marine band radios, that seems like a serious omision. No O2 (and training), I would have thought that was a minimum requirement for a rescue boat.
Now I am not sure what's the purpose of these rangers is supposed to be, if they are just there to monitor the behaviour of the users of the lake then that is different.
If they are supposed to be involved in rescue scenarios in the lake then they should be trained and prepared to go into the water.
I would have thought that lifeguard training at a very minimum with scuba rescue and advanced first aid as the norm.

Chad, you can sleep with a clear concience, I am not sure those rangers feel the same.
