The Sony Flash trigger will be available later this year, and yes, it will support HSS. You can use HSS now with third party flash triggers like TRT Turtle

Can you define "later this year"? Is it likely available in October or more like around Christmas?

If we get the turtle for the Sony does that support ttl with theHF-1 or just manual mode?

On my Inon in S-TTL mode, I'm able to use the power dial to adjust the power if I want a creative shot with two strobes. In RC mode with the HF-1 does the power knob allow for this? And if not, am I able to apply an exposure adjustment in camera to the two flashes separately (given they are both group A channel 1)?

In testing, I was not able to change the exposure with the strobe's power knob when using RC Mode. I think that would be somewhat counter to Olympus' intent anyways. I was only able to make exposure adjustments on camera, and that affected both strobes at once. The HF-1s only fired on Ch 1, Bank A. I have an old Olympus EM5 Mark II.

I haven't had a chance to dive yet. But my plan will be to try RC Mode initially, and change to manual as needed.

In SC mode, the power dial does not affect the exposure. Shoot in manual mode if you want different exposures on each strobe.
