I recently came back from a alpine, freshwater trip. Visibility was 50+ and the sun was shining. When I got my pictures back, the background was still hazy. I did not use my strobe, Should I have??

You haven't given us much to go on regarding what setup you are using, but here's my take:

Your depth of field is off. By using a smaller apeture (larger number) you can improve your depth of field. But you will also have to use a strobe.
