Contact an administrator. A good start would be to list your old offers/wants as completed.
If you click on (or tap) your username and then "Preferences", is the box for "Access to Marketplace" under "Opt in forums" checked?
That seems to be what most that can't post are missing.
Also, now once you post an ad they no longer automatically appear. Due to the proliferation of scammers ScubaBoard moderators vet the ad posts before they appear to users, which can take a bit because they are volunteers and get to it when they can...
