Aurora Reservoir offers fishing, sailing, non-motorized boating, windsurfing, a seasonal swim beach, SCUBA area, archery range, and large group picnic shelters.
That implies pretty strongly to me that Scuba Beach is already open. Perhaps they no longer shut it down in winter.
 
It does appear that the Scuba Beach is now open all year at Aurora. There is a special fee for ice-diving (or night diving) though.

I noticed that the fees have gone up. It is now $10/vehicle/day to enter the park, and an additional $10/day/vehicle for the Scuba Pass to drive in to the Scuba Beach. It is pretty clear that each vehicle must have their own Scuba Placecard. In the past we have gone is as a group, with one place card for the whole group. I'm not sure if this was ever acceptable, but I never was approached by the Rangers saying otherwise. So, it's now $20/day to scuba dive at Aurora. They also have annual entrance passes for $65, and annual Scuba placecards for $150. Twin Lakes and other options are looking more favorable.
