I recorded a video where the video came out fine -- but the audio is way too soft. I admit it was in the dive housing but it was raining that day so didn't want to risk it getting wet. Anyone know if the gopro software can help with it or should i try editing the audio in Audacity to pump up the volume w/o causing clipping and then reimport the new audio into the video?

I suspect you'd be better off using Audacity to boost the audio levels. If you have a couple of second of silence in the audio you can use that as a noise floor to reduce audio artifacts that result from the amplification process.
