Here is the URL to a Navy News article about the USS Oriskany as a future artificial reef and another potential 97 ships as artificial reefs.

It seems the US Navy thinks this is good deal.

Those things are okay as diver playgrounds, but you can get a heck of a lot more fish habitat for the money with manufactured structures.

If you're lucky, you can get concrete debris. The contractors are generally so happy to be rid of it that they often pay to put it on site.
