The tanks are bad and are being taken in for scrap but are the valves worth keeping? If so how do I clean them up?

I held onto my valves with the HP out in case I ever got a doublehose.

Sure they are worth keeping. To clean them up you will need to soak them in a vinegar/water solution to clean up the corrosion. Then you will need new seals and washers. My suggestion would be to visit your local shop and have them services while you watch and learn.

akdeepdiver did a valve for me once, good communication, service, etc

No. All yoke valves should be dropped into the nearest active volcano.
