I am considering buying the spring straps for my Apollo Bio Fins. I see the mounting is permanent. What do you have to do to install them?

They will come with instructions, such as these:

I have not used the Apollo ones but I made my own (at a cost of around $25-30 and using instructions posted on this board), and love them.
 
Try looking at the ones available from Innovative Scuba. I've started stocking them because:
1. cheaper 2. Availble for all types of fins 3. Easy to install 4. Can be removed

Looking at those directions, theres a simpler way. Many after market systems use just a stainless shackle to fasten to the post - used to be a guy in Canada for one but he quit making them. I have used them on my aqualung fins that have posts for the last 2 years -great. Might want to look in the DIY section of the board.
 
There appear to be plenty of spring straps avialable that do not require carving up your fins.....

If you go the DIY route, you don't have to make them permanent (though I see no reason to ever remove them, except perhaps if you sell the fins and want to keep the spring straps). Anyway, here are some links to instructions for fins with posts (i.e. non-Jets):

None of these require permanent modifications (though you would have to file a small portion of the post - but that is a very minor modification).

These are what I make for Apollos (the fins in the pics are Blades):

I cut them custom to fit the diver. The clear tubing over the springs can be either cut clear of the foot pocket, as they are in these pics, or full length to cover the spring from end to end, which ever is preferred.

I have also worked out a way to make a 'pull tab' for them using 1/8 inch braided nylon line, fo divers who need it. I don't have pics of this, I'll have to borrow a digital camera for that. I should have some pics in a few days.

Common length sets for Blades & similar mounts are $44 shipped domestically. For Rock boots or some such that require unusually long springs, the springs I have to buy cost a lot more. Those are $54 shipped domestically.

These are on my wife's Aqualung Blades. Most post type mounts will use these:
