I have an Apeks Egress Octo that I would like to use as an Octo or on my pony tank as the primary second stage. My 1st stages are environmentally sealed and some of my diving is in 40 to 45 degree fresh water.

My question is is the Egress designed to use in those temperatures?
 
It will work. The issue of cold water is around the 1st stage not generally 2nd stage. Some 2nd stages have a "heat exchanger" how much real world difference this makes I'm not sure. But I'm almost positive the Egress will be fine.

Yes, when used with a sealed first as you described
