I might have some drawings for the reel I made, pictured in the previous thread. I drew it in Autodesk Inventor, but I may be able to convert it to something else if you have some CAD sofware. Also the reel I made would be pretty much impossible to fabricate if you don't have access to a machine shop.
 
Dive Rite sells their spools for really cheap. Buy some aluminum bar stock and mill a slot, drill a couple of holes and bolt them together and you have a really inexpensive reel. Use the Dive rite reel as a guide. It's real simple. I made 2 last summer and they work great. Can't even tell mine apart from the real thing.
