This website has good directions for public (bus) transport options to Anilao/Batangas: Portulano It is a convoluted trip though...

Be careful here guys, these are directions to San Luis/Bauan, not Anilao. Only Portulano, Divers Sanctuary and Dive and Trek can be reached from here - None of which are in Anilao proper and access to the main Anilao sites is quite a long boat ride away.
