I'm PDIC/NAUI/NAUI/PADI and I stayed at a Holiday Inn last night. It's all about the instructor. Standards too often are unenforced for you to rely on the agency. Actually, IMO its even more about the diver, he or she either wants to gain a working knowledge of all this stuff or they don't. If you are insatiable courses won't get you there.

Get as good an instructor as you can, dive as much as you can, learn as much as you can.
