Most boats I've been on in Florida either attach to a mooring ball or simply look down into the water for a spot to drop anchor. Exceptions being low viz and no ball (Venice area). Everywhere I've seen large coral formations, the water has been clear enough to see the bottom.
 
Dive with them again. If they do it again, then go public. If they don't, let it slide.

People make mistakes. At least it's just coral in Fl, where we expect a few accidents like this. The reefs there can handle it better than others.
 
Not sure, I'll let the bio's explain that one. Something about colonial corals being big reef builders or something blah blah blah..

And even the worst dive boats ain't got nothing on a philipino fishing boat. Or the far east shmucks with bleach and cyanide. (who the heck wants to go fishing with cyanide?)
