Perhaps that is a Mermaid of a lake near Chernobil and had a mutation that lead to double tail....

Yeah but there's a slight problem in your theory .. the logo did exist before Tchernobyl explosion :D
 
She may have been used as an anchor with chains wrapped around her neck at one time.
