In the 1960s, the British diving equipment company Submarine Products included the following information in its catalogue:

"For lengthy dives in cold water there is still nothing to beat a 'dry' suit. A diver can wear as many sweaters underneath it as he wishes - or best of all a SUPER TARZAN as an undersuit like the French Navy."

The Super Tarzan was a French-made neoprene wetsuit and the dry suit worn over it was an American-made Skooba Totes. See page 7 of the document at:

The difference between then and now is that drysuits were thin coverings in the 1950s, while today's outfits are thicker and bulkier, making wetsuit wear underneath much less of a viable proposition.
 
Everyone I know that uses 4th Element loves 'em.
 
I've had good luck with Under Armour cold gear and then fleece pants and a fleeces shirt over that. Didn't have to buy anything new and it works quite well.
