I finally found out how to create an Album!

So ... how do you do it?

Click the "Photo Gallery" link at the top of the page. Then on the Media page click the "Add Media" button, then on the next page select beside "add media to" choose the "an album" radio button and then from the drop-down menu select "create an album".

I've used about all the forums they make in my 21 years of web designing and this "Xenforo" has to be the most crude and un-user-friendly one I've ever encountered. I need to add this one to my "charge the client 40% more" folder.
