My short form...
1. Lean way back, good breath, remove reg
2. look directly toward surface
3. Yell "BOO"

Easy and fun way to amuse yourself during the safety stop. Once you get it it's fun to watch others try it for the first time. As I say, those last 3 minutes pass more quickly when you are doing something besides watching your depth and timer. Just don't forget that watching your depth and timer is why you are hovering there in the first place!
 
Mine work pretty nicely if I say, "Puh!" and really pop the "P" when I do it. I wonder if there is a secret to getting them to stay cohesive as they ascend?

Only way I've found is to be diving in very calm water (no current, etc...)
 
If you have a moustache, you need to trim it up off the lip enough that it doesn't touch the expelled air.

Vertical is further back than is seems at first. If doing the "pop", "puh", or "boo" isn't doing the trick, then lean your head back a bit further.

My magic incantation is an unvoiced "Puff" starting with the cheeks just slightly expanded.

Trying to tell someone how to blow air rings is kind of like trying to tell someone how to whistle --- rather difficult to describe, but simple once you've found what works for you.
